Tüpraş and USTDA Partner to Assess Small Modular Reactors

Advancing its strategic roadmap to achieve net-zero carbon operations by 2050, Turkish refiner Tüpraş has signed a cooperation agreement with the U.S. Trade and Development Agency (USTDA) to evaluate the technical, economic, and industrial feasibility of Small Modular Reactor (SMR) technologies. The comprehensive 12-month study will assess SMR deployment potential for baseline zero-carbon power generation, high-temperature industrial process heat, and low-carbon hydrogen production.

Under its "Our Energy to the Future" transformation framework, Tüpraş continues to align its operations with decarbonization pathways across sustainable refining, Sustainable Aviation Fuel (SAF), and green hydrogen. The technical collaboration with USTDA focuses on evaluating advanced nuclear modular systems as a viable vector for deep industrial decarbonization and continuous clean power security.

The joint assessment aligns strategically with Turkey’s national energy transition policy, which targets the deployment of 5,000 MWe of SMR capacity by 2050.

Core Technical Pillars of the Assessment

The 12-month evaluation framework covers key analytical and operational domains:

  • Technology Readiness and Licensing: Auditing diverse SMR architectures, international nuclear licensing milestones, and advanced passive safety systems.

  • Supply Chain and Fuel Infrastructure: Modeling front-end and back-end nuclear fuel cycle logistics, enrichment dependencies, and security frameworks.

  • Industrial Sector Coupling: Investigating non-power applications, primarily focusing on coupling high-temperature reactors to downstream refinery units for process heat delivery and low-carbon hydrogen production.

  • Environmental Lifecycle Criteria: Auditing water usage intensity, radioactive waste stewardship programs, and full lifecycle greenhouse gas metrics.

The resulting findings will be synthesized into a strategic technical report serving as a formal decision-making baseline for Tüpraş’s upcoming low-carbon capital allocation plans.
