ŞARA Teknoloji Tesis A.Ş., a subsidiary of ŞA-RA Group of Companies, in partnership with ŞA-RA Enerji İnşaat Ticaret ve Sanayi A.Ş., has executed a contract with Moldelectrica (Moldova Power Transmission System Operator) for the Balti-Suceava 400 kV Power Transmission Line.
The signing ceremony was attended by Dorin Junghietu, Minister of Energy of Moldova; Sergiu Carmanschi, General Director of Moldelectrica; Kerem Onar, General Manager of ŞARA Teknoloji; and Giuseppe Grimaldi, Head of EBRD Moldova Banking Unit.
Contract Value and Project Parameters
The EPC (Engineering, Procurement, Construction, Testing, and Commissioning) contract signed with Moldelectrica is valued at 17,567,731.78 Euros (approximately 945,870,000 TL). The contract value represents approximately 13% of ŞA-RA Enerji's 2025 revenue. Planned for completion in 2028, the scope also includes the modernization of the Bălți substation, bringing the overall project value to approximately 77 million Euros.
Project Scope of the "Line of Resilience"
Named "Linia Rezilienței" (Line of Resilience) by the Ministry of Energy of Moldova, the project represents one of three strategic lines aimed at reforming Moldova's energy infrastructure. Extending roughly 48 kilometers, the line will cross 12 rural settlements across Glodeni, Fălești, Bălți, and Râșcani districts, connecting northern Moldova to Romania's power grid.
The infrastructure works include:
Design and construction of a 48 km 400 kV power transmission line.
Tower foundations, steel structures, and erection works.
Procurement and installation of conductors, insulators, protection systems, and grounding infrastructure.
Integration with Moldelectrica's operational framework, compliance with technical, environmental, and safety standards, alongside testing and commissioning.

International Financing Framework
Supported under the European Union's Growth Plan, the project receives multi-layered financing from the European Bank for Reconstruction and Development (EBRD), the European Investment Bank (EIB), and the EU Neighborhood Investment Platform. The EU provides a grant of 15.4 million Euros (covering ~20% of the total cost), complemented by EBRD and EIB funding. EU Ambassador Iwona Piórko highlighted the importance of the 15.4 million Euro grant alongside EBRD and EIB support.
