China Titanium Approves RMB 11B Expansion

China Titanium Energy Chemical has greenlit two major industrial projects with a total initial investment of RMB 11 billion ($1.5B) across Gansu and Guizhou provinces. Designed to scale battery feedstock supply chains, the plans encompass a 600,000-tonne iron phosphate precursor base alongside a 400,000-tonne titanium dioxide and 1.4-million-tonne ferrous sulfate complex.

China Titanium Energy Chemical has approved two major industrial investment proposals with a combined initial budget of approximately RMB 11 billion. The projects, spanning facilities in Gansu and Guizhou provinces, focus on battery materials and specialty chemicals.

Approved by the board of directors on August 11, both projects fall within board authorization levels and do not require shareholder approval.

600,000-Tonne Iron Phosphate Precursor Base in Gansu

The first project, representing a RMB 5.46 billion investment, will be executed by fully owned subsidiary Gansu Dongfang Titanium Industry in the Baiyin High-tech Zone. Built in two phases, the plant will establish a 600,000-tonne annual capacity for lithium iron phosphate and sodium iron phosphate precursors.

  • Phase I: Features a 400,000-tonne annual capacity, with construction targeted for completion within 18 months.

  • Phase II: Envisages an additional 200,000 tonnes, with timeline execution tied to Phase I operational results and market dynamics.

Titanium Dioxide and Ferrous Sulfate Complex in Guizhou

The second initiative involves controlled subsidiary Guizhou Zhonghe Phosphating, which plans to construct a 400,000-tonne titanium dioxide line and a 1.4-million-tonne ferrous sulfate heptahydrate line in Kaiyang. Estimated at RMB 5.54 billion, construction will take up to 36 months.

To fund the project, Titanium Energy Chemical and partner Guizhou Phosphating Wanrun will inject RMB 260 million and RMB 140 million respectively, scaling Zhonghe Phosphating’s registered capital from RMB 100 million to RMB 500 million while retaining their respective 65% and 35% equity splits.
