A member of the European Convention for Constructional Steelwork (ECCS), TUCSA presented its operational roadmap during an industry assembly titled *"Building the Future with Steel: Disaster-Resilient, Sustainable, and Industrialized Construction in Turkey."*

Highlighting Turkey’s output of 38.1 million tons of crude steel in 2025—ranking 7th globally and 2nd in Europe—TUCSA emphasized that the association's 750,000-ton structural fabrication capacity and 450,000-ton export volume should transition from basic raw material supply into fully finished modular building exports.

### Offsite Prefabrication and the "Building Factories" Paradigm

Key technical benchmarks and industrial targets outlined in the manifesto include:

- **Expanding Steel Building Stock to 15%:** Targeting schools, hospitals, emergency infrastructure, urban regeneration zones, and residential multi-story developments to expand steel utilization from 3–5% to 15% over the next five years.
- **Two-Thirds Reduction in Construction Timeline:** Transitioning site work to automated factory assembly cuts total construction schedules to one-third of conventional timeframes while generating a 5% to 10% net floor area gain.
- **Industrial Scale Projections:** Manufacturing 500,000 modular housing units annually requires approximately 3.5 million tons of structural steel, 120,000 technical personnel, and 135 dedicated offsite facilities of 20,000 square meters each—demonstrating capacity to assemble up to 1 million units over three years.
- **Value-Added Modular Exports:** Shifting commercial trade away from standard profiles toward turnkey modular volumetric structures integrated with structural engineering, MEP systems, and architectural detailing.
- **Standardization via TUCSAMARK:** Strengthening the TUCSAMARK technical audit framework in partnership with the Ministry of Environment, Urbanization and Climate Change, alongside professional workforce training via TUCSA Academy.
- **Circularity and Digital Engineering:** Leveraging steel's 100% recyclability and dry installation methods to support national COP31 decarbonization targets, complemented by computational design, algorithmic structural modeling, and robotic manufacturing.

### Executive Commentary

**Selami Gürel, Chairman of the Board at TUCSA:**

> “Our responsibility extends beyond market expansion; we are addressing Turkey’s fundamental construction culture and production standards. Operating on major seismic faults while retaining extensive steelmaking infrastructure necessitates deploying these resources for structural safety. Safe construction is not an arbitrary material preference—it is a rigorous systemic discipline. We call upon public institutions, real-estate investors, and engineering communities to unite around this industrial transition.”

**Melih Şimşek, Vice Chairman of the Board at TUCSA:**

> “Despite our international standing in steelmaking, structural steel represents only 3–5% of our national building stock. Urban regeneration must be approached as an industrial opportunity to mobilize sovereign manufacturing assets. By establishing Building Factories, we intend to export completed structural solutions rather than simple construction commodities. Turkey retains the industrial baseline to manufacture 1 million modular steel housing units within three years.”

The strategic implementation framework will be formally addressed across public and private sectors at the **27th Structural Steel Day Summit on December 2**.
