The blueprint establishes transparent and equitable frameworks to sustain safe workplace practices, reinforce positive behavior, and drive employee engagement in occupational safety workflows.

### Shift from Outcome-Based Targets to Proactive Behavior

The guide cautions against conventional, purely monetary reward structures or zero-incident bonus models that inadvertently incentivize the underreporting of near-misses and occupational accidents. Core principles include:

- **Encouraging Proactive Reporting:** Rewarding early hazard identification, near-miss logging, and employee participation in preventative process optimizations.
- **Visible Leadership & Transparency:** Basing assessments on transparent, objective key performance indicators (KPIs) tailored to industrial risk profiles.
- **Positive Reinforcement:** Normalizing regular recognition and structured feedback across organizational tiers to embed safety into routine operational culture.

The release provides two complementary editions designed for executive strategy and shopfloor execution:
